He hails from Pedro River, St. Ann, where his early education journey began at Bensonton All Age and Ferncourt High School. Dr. Russell pursued higher education at Howard University, earning a Bachelor's degree in Communications. He furthered his academic prowess with a Master's and Doctoral degree in Education from Harvard University.

With a prolific career at the United Nations Children's Fund (UNICEF), Dr. Russell has contributed significantly to education across multiple countries. Most recently, he served at UNICEF Headquarters in New York, leading the primary education portfolio, which encompassed Foundational Learning, Climate Education, and School Health and Nutrition.
